UFLI Foundations
An explicit, systematic phonics program from the University of Florida Literacy Institute, built for core instruction in K–2 and intervention at any grade. The teacher manual costs $70, and slide decks, decodable passages and home practice sheets are free online.
What is UFLI Foundations?
UFLI Foundations is an explicit, systematic phonics program created by the University of Florida Literacy Institute (UFLI) in Gainesville. The team says every member began as a classroom teacher. The program was developed and pilot-tested for more than two years before release.
It's written for core reading instruction in the primary grades, usually kindergarten through 2nd grade. It's also used for intervention with struggling readers in any grade. Ventris Learning publishes the printed manual, but UFLI gives away most of the teaching materials free online.
How it works
Every lesson follows the same eight steps, so children always know what comes next:
- Phonemic awareness, working with sounds orally
- Visual drill, reviewing letter-sound cards
- Auditory drill, hearing a sound and writing the letters
- Blending drill
- New concept, introducing the day's pattern
- Word work, building and spelling words
- Irregular words, learning high-frequency "heart" words
- Connected text, reading a decodable passage
Teachers usually run lessons from the free slide decks on a screen, with the manual as the script. At home, parents can use the free homework pages and weekly home support resources for extra practice and pace lessons to their child.
What it covers
UFLI Foundations targets these foundational skills, according to its program overview:
| Skill | What it looks like in lessons |
|---|---|
| Phoneme blending and segmenting | Oral sound practice at the start of each lesson |
| Letter-sound accuracy and speed | Visual and auditory drills with sound cards |
| Decoding with automaticity | Blending drills using word chains |
| New concepts | Explicit teaching with guided reading and spelling |
| Decoding and encoding | Building, reading and spelling words |
| Irregular words | Reading and spelling high-frequency words |
| Connected text | Reading and spelling in decodable passages |
The Toolbox organizes materials into lettered lessons A–J and numbered lessons 1–128, in 15 concept groups. The full scope and sequence is posted on the UFLI site.
Who it's best for
UFLI fits homeschool parents, tutors and teachers who want structured, research-based phonics on a small budget and don't mind leading every lesson. It's also designed for intervention, so it works for catching up older kids who missed phonics.
If you want an app to teach instead, try Reading Eggs. For a parent-friendly, fully scripted homeschool program, see All About Reading. Pair UFLI with Heggerty if you want more daily phonemic awareness practice.
Pricing at a glance
As of October 2026, the Teacher Manual costs $70 plus shipping from Ventris Learning, and an optional Sound Wall Card Set costs $50. Slide decks, decodable passages, homework and games are free in the UFLI Toolbox. For most families, total cost is the manual plus paper and ink.
Can a scholarship or ESA pay for it?
Possibly, though most families won't need help given the low cost. Phonics curriculum is often an allowable expense in education savings account programs such as the Arizona ESA, but each program decides and some require approved vendors. Funding is more useful for bigger reading costs, like tutoring or a full curriculum. Save those to your Edulist wishlist and check the scholarships in your state.
How it compares
- Heggerty focuses on oral phonemic awareness and pairs well with UFLI.
- All About Reading is more parent-friendly for homeschool, at about $160 per level.
- Logic of English adds spelling and handwriting.
- Wilson Reading and Barton Reading are more intensive dyslexia-focused systems.
