Iowa School Tuition Organization Tax Credit (Iowa Code 422.11S) at a glance

Credit value
75% of cash or noncash contributions to a school tuition organization, limited to the tax credit certificates that STO has been authorized to issue.
Cap
$20 million in total approved credits per calendar year (since 2022), allocated to STOs in proportion to the certified enrollment of the schools they serve.
Deadline
Credits apply to contributions made during the tax year, while the STO's certificate allotment lasts. Iowa authorizes each STO's allotment by December 1 for the following year.
With the federal credit
Iowa opted in on January 5, 2026. If a gift is a federal qualified contribution to an SGO on Iowa's federal list and also earns the Iowa credit, the Iowa credit is subtracted before the $1,700 cap. A single donor who gives $6,800 that earns both could claim $5,100 from Iowa and $1,700 federally. Otherwise, make a separate federal gift.

How to claim the Iowa School Tuition Organization Tax Credit (Iowa Code 422.11S)

  1. Step 1

Choose an STO; each Iowa accredited private school is represented by one STO.

  2. Step 2

Ask whether the STO still has tax credit certificates available for the year.

  3. Step 3

Give cash, stock or other property (noncash gifts must be appraised) without designating a specific student.

  4. Step 4

Get the tax credit certificate from the STO and include it with your Iowa return.

  5. Step 5

Don't take a state deduction for the same gift. Unused credit carries forward five years.

Iowa's STO credit, in brief

Iowa created its school tuition organization (STO) program in 2006 with the Educational Opportunities Act. You give to an STO, a nonprofit that awards tuition grants so lower- and middle-income children can attend accredited private schools. You receive an Iowa income tax credit worth 75% of your gift. Iowa ACE calls it the largest state income tax credit available to individual Iowa taxpayers.

Iowa also joined the new federal scholarship tax credit. Governor Kim Reynolds announced Iowa's opt-in on January 5, 2026. Her office said it would work with the Iowa Department of Education to certify eligible SGOs. In May 2026, Iowa's STOs announced they had incorporated a statewide Iowa Scholarship Granting Organization (ISGO) to serve the federal program.

Who can claim it

  • Individuals, including married couples
  • Businesses. Individuals can claim their share of credits earned by a partnership, LLC, S corporation, estate or trust. Iowa ACE says C corporations are eligible too.

Nonresidents and part-year residents prorate the credit by Iowa-source income. Married couples filing separately split it by each spouse's share of income.

Each accredited private school is represented by one STO, and each STO gets a share of the $20 million pool. A busy STO can run out of certificates even when others still have some. Iowa ACE lists twelve STOs, from Heart of Iowa STO to Mississippi Valley STO.

STOs must give at least 90% of annual revenue as tuition grants. Grants go to Iowa children from households at or below 400% of the federal poverty guidelines, at more than one school. You can't designate your gift for your own child or any other student.

Certificates and deadlines

Iowa doesn't preapprove donors. Instead it preapproves STOs:

  • Each school reports its October 1 enrollment by November 1.
  • By December 1, the Iowa Department of Revenue authorizes each STO's certificate allotment for the next calendar year.
  • When you give, the STO issues a tax credit certificate with your name, address, tax ID, gift amount and credit amount. You include it with your Iowa return.

Credits count for contributions made during the tax year. Ask your STO early in the year whether certificates remain.

How it stacks with the federal $1,700 credit

From January 1, 2027, any individual can claim up to $1,700 in federal credit for cash gifts to an SGO on the IRS list. Under Treasury's proposed rules, a state credit for the same qualified contribution is subtracted first, then the $1,700 cap applies.

Whether one Iowa gift can earn both depends on whether the organization is on Iowa's federal SGO list. The federal and state rules aren't identical. Iowa's STO income limit is 400% of federal poverty guidelines. The federal limit is 300% of area median gross income, and federal SGOs can fund expenses beyond private school tuition.

Worked example 1: separate gifts. Tom is single and owes $5,000 in Iowa tax and $9,000 in federal tax.

  • He gives $4,000 to his parish school's STO and gets a $3,000 Iowa certificate.
  • In 2027 he gives $1,700 in cash to an SGO on the IRS list, designates it as a qualified contribution and claims no Iowa credit on it.

Result: $3,000 Iowa credit and $1,700 federal credit on $5,700 given. His net cost is $1,000.

Worked example 2: one gift that earns both. If an organization is on Iowa's federal SGO list and can also issue Iowa STO certificates, Tom could give $6,800 in cash, designated as a qualified contribution.

  • Iowa credit: 75% of $6,800 is $5,100.
  • Federal credit: $6,800 minus $5,100 is $1,700, the full federal credit.

That's $6,800 in credits for a $6,800 gift. Confirm both with the organization and your tax preparer before you rely on it. Stock and grain gifts work for Iowa only; the federal credit is cash only.

How to give, step by step

  1. Pick an STO from the Iowa ACE directory, usually the one representing a school you care about.
  2. Confirm certificates are available for the year.
  3. Give cash, stock or grain, without naming a student.
  4. Get your certificate and file it with your Iowa return.
  5. In 2027, add a federal gift of up to $1,700 per spouse to an SGO on the IRS SGO list, designated as a qualified contribution. Our guide to claiming the federal scholarship tax credit covers the acknowledgement and Form 8525.

Business owners should read business tax credit scholarships. Iowa allows pass-through credits, but the federal credit requires a personal gift.

Choosing an STO or SGO

Ask how many grants the organization awards, at which schools, what share of revenue reaches families and whether it will be on Iowa's federal list for 2027. Questions

How much is the Iowa STO tax credit?

75% of your contribution. A $2,000 gift earns a $1,500 Iowa credit, as long as the STO has certificates left. Credit beyond your Iowa tax liability isn't refunded but carries forward up to five years.

Can I donate grain or stock for the Iowa credit?

Yes. Iowa allows noncash contributions, appraised under Department of Revenue rules. The federal scholarship tax credit counts cash only, so a noncash gift can earn the Iowa credit but not the federal credit.

Can my business get the Iowa STO credit?

Yes. Individuals can claim their share of a credit earned by a partnership, LLC, S corporation, estate or trust. Iowa ACE says C corporations can give too. The federal credit is different: under Treasury's proposed rules, gifts through a partnership or S corporation don't count for the owners.

What is the Iowa Scholarship Granting Organization?

Iowa's STOs announced in May 2026 that they had incorporated a statewide Iowa Scholarship Granting Organization (ISGO) to serve the federal credit. It plans to partner with existing STOs. As of October 2026, its place on Iowa's federal SGO list hadn't been confirmed.
