Who qualifies for the Utah Fits All Scholarship
Any Utah student in kindergarten through 12th grade, ages 5 to 18, can apply. The program is universal in eligibility but not in funding: a capped appropriation means not every applicant receives an award. HB 455, passed in 2025, requires all new applicants, including siblings, to verify income through the Utah State Tax Commission, and the program's sponsors have said lower- and middle-income families get first priority.
A student using Utah Fits All can't also use Utah's Special Needs Opportunity Scholarship, so families of students with disabilities should compare both.
How much is Utah Fits All?
The program's published amounts:
| Student | Maximum award |
|---|
| Enrolled in a private school | $8,000 |
| Home-based, ages 12 to 18 | $6,000 |
| Home-based, ages 5 to 11 | $4,000 |
EdChoice reports an average account value of $6,823 for 2025-26, because many recipients are home-based. Families can carry over two-thirds of unspent funds each year.

- Submit the portfolio or assessment required for returning students by the deadline.
- Select your private school by mid-June if you are enrolling in one.
- Accept the award by June 30, or it may go to another family.
How Utah Fits All spending works
All spending runs through Odyssey's platform, where families pay approved providers and buy approved materials. Odyssey's help center hosts the parent handbook, the qualifying provider handbook and FAQs. If a provider you want isn't approved, ask them to apply as a qualifying provider. Keeping your shortlist on your Edulist wishlist makes it easier to share with providers and check against your balance.

Homeschoolers and Utah Fits All
Utah Fits All funds home-based students directly, at $4,000 or $6,000 depending on age. Returning home-based students submit a portfolio or assessment as part of reapplication. Homeschool law still applies; see the Utah homeschool guide for the affidavit and other requirements.
The court case
In April 2025, a Third District Court judge ruled Utah Fits All unconstitutional in a lawsuit brought by Utah's largest teachers' union. The court did not suspend the program during the appeal, so families kept their scholarships and the 2026-27 cycle went ahead. As of late summer 2026, families were still waiting for the Utah Supreme Court's decision. Check Odyssey and state news for updates, and keep a backup plan if you rely on the scholarship for tuition.
Federal scholarship tax credit in Utah
Utah has opted in to the federal scholarship tax credit, according to the IRS's June 2026 list. From January 1, 2027, donors can claim up to $1,700 for gifts to SGOs on Utah's list, which could create new scholarships for families who don't receive a Utah Fits All award. Treasury's rules are proposed, not final. See how the federal credit works.
